Dr. Shabbab bin Saad Al-Ghamdi serves as the Secretary-General of the Council of Health Insurance, th​e entity responsible for regulating the private health insurance sector in the Kingdom of Saudi Arabia.​
Before joining the Council in January 2019, he established the General Directorate of Medical Services Procurement at the Ministry of Health. This included developing the first nationwide standardized methodology for providing healthcare services to Saudi citizens through private hospitals in covered regions, leading to improved quality, efficiency, and automation of healthcare services.
During his tenure at the Ministry of Health, between 2016 and 2018, Dr. Al-Ghamdi served as Advisor to the Deputy Minister and was the founding head of the General Directorate of Health Services Procurement. Additionally, he played a key role in healthcare sector transformation projects.
Prior to joining the Ministry of Health, Dr. Al-Ghamdi worked at Saudi Aramco, holding various administrative positions within the company’s medical services system between 1998 and 2018. His last position was Medical Director of the Medical Services Division. He was also a part of the founding team of Johns Hopkins Aramco Healthcare.
Dr. Al-Ghamdi holds a Canadian Board Certification in Family Medicine from the University of Toronto, Canada. He earned his Bachelor of Medicine and Surgery from King Khalid University, formerly known as King Saud University (Abha Branch). Additionally, he completed the American College of Physician Executives Program.
Dr. Al-Ghamdi is a Board Member of the Saudi Health Council, the Saudi Red Crescent Authority, the Health Endowment Fund, and Lean Business Services Company.​
