Is the policyholder entitled to claim insurance company to refund the residue of insurance premium as profits to the insured, if costs of treatment in the Policy did not exceed the value of premium?

​With reference to Article (70) of the Executive Regulation of Cooperative Insurance Companies Control Law, the cooperative insurance surplus is not called a profit, but it is so-called a surplus. This surplus of cooperative insurance is not separately calculated in respect of each policy, but it is calculated in respect of the total health insurance policies in insurance company. This surplus or part of it is directly distributed among the policyholders or through reducing their premiums for the next year.
